Public water and sewer networks under private property, possible to move ? Any experience with this anyone ?

Hi there !
First I apologize for not writing in Norsk, I learned a few words but nothing close to be able to write or talk in Norwegian. It will take me some time to learn.

My experience with Norway started in 2009, when, along with a Norwegian friend I met an year earlier, we sailed from the Black Sea to Oslo, an amazing adventure that started my love for this beautiful country. Ever since, I got a couple more friends in Norway, visited a lot of times, sailed around a few Fjords, paddled along the coastline, biked and trekked some amazingly beautiful places, met friends of friends and solidified my love for the North. Eventually, I tried moving there and working there, and it worked for one year, but a boat accident made me quit Norway due to repair circumstances. Being part of Norway was always on my mind and my heart and eventually I bought an empty plot of land, hoping to build a small house on, most probably a Mikrohus.

Now, as I start to inquire abut the planning regulations and situation on site, I discovered that the public water and sewer lines, including 2 manholes are sitting on the property itself (was hoping for them to be private and part of the plot), this is changing my plans quite a bit, since they are on a corner of the property where I wanted to build on.

I would like to know if any members here have any experience with proposing to the Kommune to move the networks onto the public space, so I can use the property as intended. My reasoning for this is that if any works would be needed in the future for these networks, they would have to dig up on my property and possibly ruining landscaping and generally being an inconvenience having them there, especially since I assume there is a certain distance you cannot build on close to them.

Also, if I would be to propose the (Bamble) Kommune to move the networks off the property, what is the standard procedure for this ? Is it like a building application ? Should it be part of the building permit application ?

Many thanks in advance for your help and patience, I will probably ask a thousand questions on these forums until I manage to build a house.

Hi, and welcome to the forum. Best way to start would be to contact the local Municipality and raise your concern there. They will guide you in the right direction, of what to do and what opportunity there is in this situation.
Answer to your question can vary in diffrent Municipalities in Norway and therefor there is always best to ask the local Municipality you are living in. Good luck !

You can build protection close to the installations so it is possible to dig later. The normal is that such things are on your property.

I have emailed the Municipality about getting a CAD drawing of the manholes' positions but I have received no answer in 2 weeks. It seems there is an issue with my emails going into spam. Before asking them if it is possible to move them, I wanted to know if anyone else had experience with this process.

HSt - why do you say that public networks should normally go on private properties ? I don't find this normal for several reasons, one being that it obviously prevents you from utilizing the property.
I'm not talking about the private manhole containing private installations, but we are talking about public manholes containing public networks where other neighbours can connect to with their private networks, meaning a lot of disturbance on your plot. I understand if this was badly designed decades ago and left like that, but should not be the normality. I'm guessing these existing networks date back a few decades so maybe at the time, this plot was even public land.

Oh, just got a reply from the Kommune, saying there is not CAD with precise measurements. I will try to find out more.

It is probably your own drainage that is connected here

My is located under the driveway into my garage on land own by me. This is the normal for almost all houses (The location can vary)

HSt, I already got a reply, that specifically says those are public networks, so this is why I posted here. I was also hoping, like you said, that they were private and part of the plot, but no, they are public. Quite unfortunate.

Well, it might be they say it is public on the public side of the connection even if you are the only one connected. I have connection to the public system from these

But there are areas where they saved a lot of money when they put public system across private land to reduce total length

There are other private pipes connecting into those, so they don't stop on my plot. Other people are connecting into the manholes currently on the property. Will see what the responsible people say about moving them. The private pipes go as quickly as possible outside the plot so they don't take much space.
